It's either the heater leads or someone not knowing how a toggle switch works when they wrote the directions (can't remember since I last installed a set). Do a quick test of the switch and compare it to how they have it drawn in the instructions. If that's correct, then it's the heater leads.
Wire the switch the opposite of the directions (Put the low wire to high, the high wire to low) and then they should work as they're supposed to.
